About Operation Threshold
Operation Threshold is a private, nonprofit Community Action Agency serving low to moderate-income families and individuals. Operation Threshold's core program areas include Housing and Weatherization, Family Development, Community Services and WIC*.
A volunteer board of directors governs Operation Threshold. Membership includes representatives from the low-income, public, and private sectors of its service area.
Last year (FY 07), Operation Threshold served 6,719 families (17,029 individuals).
72% of the families served had income at or below 100% of the Federal poverty level (annual income of $20,000 for a family of four).
48% of families served were working.
32% of families received Social Security.

About Community Action
Operation
Threshold is a part of a larger Community Action network. It is one of nearly
1,100 Community Action Agencies across the country and one of eighteen in Iowa. The
Community Action movement arose from the passage of the Economic Opportunity Act
of 1964 and the nation's declaration of the "war on poverty." Through this act,
President Johnson and Congress provided the mechanism for establishing
grassroots involvement in the planning and administration of anti-poverty
programs.
